As of July / 2007, UTS is determined to make some important operational changes.  Until now,
UTS-Seoul has taken care of our customers directly.  However, UTS determined that our sister agents
in Korea should take care them because UTS has developed a long and good relationship with customers.
Our customers now need more specialized care due to the unique task for each customer.

UTS-Seoul will be now focusing on different tasks like agent-agent relationship, follow-up tasks

Increase in Fuel Surcharge to USD 0.50/kg
Fuel surcharge adjustment effective April 6th, 2007

INDUSTRY ALERT  FROM KOREAN AIRLINE

For Korean Air Cargo Customer: 

This letter is to formally announce that effective April  6th, 2007, Korean Air will adjust their
fuel-surcharge
to US Dollars $0.50 per kilogram.   Unfortunately, jet fuel prices have steadily
increased over the past
two weeks reaching levels above acceptable limits triggering the
necessity of this charge.   The additional operating costs associated with jet fuel prices
causes a detrimental effect on our ability to provide the services required.  As you know, fuel
represents the single largest variable cost to the airline industry.

We sincerely appreciate your cooperation, understanding and support during this critical time. 
We will continue to closely monitor jet fuel prices and will suspend this fuel surcharge when fuel
prices stabilize to normal levels.

Guidelines for AWB issuance on or after April 6th, 2007

* Fuel surcharge of US$ 0.50 per kilogram (Canada CAD0.57 per kilogram) will be applied to all
KE AWB’s issued from IATA Area 1 based on chargeable weight, including minimum charge shipments.

* Add fuel surcharge code “FS” and the applicable amount in the “Other Charges” field of the AWB.   
In addition, add the fuel surcharge amount along with “Total Other Charges Due Carrier” in the
“Collect” or “Prepaid” box of the AWB.   (Collect or Prepaid will be determined by the party that is
responsible for weight charges).

 ISPM 15 Solid Wood Packaging Update   (January 2005)

 

Countries with implementation changes since last update (October 29, 2004):

Brazil
Brazil is planning to implement ISPM 15 in September 2005.

Colombia
Colombia changed their implementation date from December 31, 2004 to September 15, 2005.

European Union (EU)
The European Commission (EC) issued a directive that all 25 EU nations will be implementing. In the directive, regulated WPM shall be made from debarked round wood and subject to heat treatment or methyl bromide fumigation and marked accordingly with the ISPM 15 mark. Dunnage must be made from bark-free round wood, free from pests and signs of live pests, and ISPM 15-compliant.

The United States is contesting these requirements. They were discussed in the ISPM-15 working  group when the standard was being developed and rejected on the basis of having no technical justification for quarantine pests. The EC is meeting on January 20 to make a final resolution on this matter. The international arm of the U.S. Animal and Plant Health Inspection Service (APHIS) will be at that meeting. It is their intention to listen to any legitimate scientific evidence; if the EC fails to present conclusive technical reasons for introducing these requirements, APHIS will insist the EC adhere to the ISPM-15 agreement.

Regarding implementation date(s), EU will require ISPM-15 compliance on new WPM starting March 1, 2005. WPM already in circulation or in storage is not required to be treated and marked until Dec. 21, 2007.

North America
The United States, Canada and Mexico will strictly enforce ISPM 15 starting September 16, 2005. Until then, it is recommended to use ISPM 15-compliant wood packaging going to North America. There is an exemption agreement between the US and Canada.

Taiwan
Taiwan's new regulation only applies to lumber and other wood products and does not include wood packaging.

Turkey
Turkey has changed its implementation date from January 1, 2005 to January 1, 2006. Similar to the EU, Turkey’s import requirements for regulated WPM requires debarking.

Current info for other countries that have begun implementation process:

Australia
The Australian Quarantine Inspection Service (AQIS) announced its amended import requirements for solid wood packaging; those requirements took effect September 1, 2004.

ISPM 15-compliant wood packaging is acceptable for shipment to Australia under the following conditions:

• Heat treated at 56°C for at least 30 min OR fumigated with methyl bromide and marked with the ISPM 15 stamp
• Bark-free
• Include a packing declaration (Note: declaration for ISPM 15-compliant solid wood packaging must be submitted per consignment; an annual declaration is not acceptable). The NWPCA website has a sample declaration; members will find it in the section: Resource Center, Legislation/Regulations, Australia.

The following are no longer needed for wood packaging to be compliant under ISPM 15 in Australia:
• Treatment certificate (provided that the packing declaration indicates ISPM-15 compliance)
• Satisfy the 21-day requirement (no more time limit between treatment and packing)

If wood packaging is not marked as ISPM 15-compliant:
• The 21-day rule for non-permanent treatment methods (e.g. heat sterilization, fumigation) does apply, and
• A treatment certificate AND packing declaration are required.

Canada
The Canadian Food Inspection Agency (CFIA) has set April 1, 2005, as its target date for strict enforcement of ISPM-15. Non-compliant wood packaging will be rejected and the cost involved is the responsibility of the shipper. All countries must comply and only the U.S. has been granted an exemption.

Chile
Chile’s Agriculture and Livestock Service has introduced import requirements for WPM based on ISPM 15. Their proposed date of implementation is June 1, 2005.

China
The General Administration of Quality Supervision, Inspection and Quarantine (AQSIS) has not decided when it will implement their new regulation for imported solid wood packaging. In discussions with APHIS, they indicated there would be an advance notice for implementation and a phase-in period. For now heat treatment with certification through APHIS is the only recognized method for softwood; hardwood is exempt  but still requires certification (we recommend use of the NC-US voluntary mark).

Costa Rica
Costa Rica’s Ministry of Agriculture and Livestock has notified WTO of its intent to adopt ISPM 15 in their regulations for imported WPM. Implementation date was January 1, 2005.

India
India's implementation date for ISPM-15 was November 1, 2004. India's Ministry of Agriculture made it clear that a phytosanitary certificate is not required as long as the wood packaging is ISPM-15 treated and marked.

Korea
The Korean National Plant Quarantine Service has published its rule adopting ISPM 15. They intend for their regulation to go into effect June 1, 2005. At this time, they will only accept heat treatment for coniferous wood; hardwood can be fumigated or heat treated.

Mexico

Secretaria de Medio Ambiente y Recursos Naturale’s (SEMARNAT) released its final rule on import and export WPM. The rule states that imported WPM must be ISPM 15-compliant starting July 1, 2005 however, it was presented during the recent North American Plant Protection Organization (NAPPO) meeting that it will be enforced in September 2005.

Nigeria
Nigeria Plant Quarantine Service is now enforcing their import requirements for imported WPM. Nigeria will accept the ISPM 15 mark in lieu of the phytosanitary certificate as stated in their regulation which took effect September 30, 2004.

Philippines
The Philippines' Department of Agriculture has changed their implementation date for ISPM 15. It was scheduled to be partially enforced (must be treated but marking is not required) as of January 1, 2005. Full implementation starts on June 1, 2005.

South Africa
The RSA Department of Agriculture began implementing ISPM 15 on January 1, 2005.

Switzerland
According to the Swiss Shippers’ Council, Switzerland is delaying enforcement of ISPM 15 until March 1, 2005 to coincide with implementation of EU nations.

United States
Animal and Plant Health Inspection Service (APHIS) released its final rule “Importation of wood packaging material.” Starting September 16, 2005, all imported WPM except those coming from Canada must be treated and marked according to ISPM 15. Non-compliant WPM will be re-exported, treatment at the port of entry will not be an option. In some cases compliant WPM with signs of pests may be fumigated at the port.

APHIS will use risk management techniques and statistical sampling for inspection targets. Shipment from countries with high levels of interception will face more inspection whereas, highly compliant importers will be subject to fewer inspection. (Note: The United States regulations control imports into America. They do not have authority over export wood packaging. For exports, be sure to be guided by the rules of the
destination country.)

New Zealand
New Zealand has fully implemented and is enforcing ISPM 15.

RE    : Service Advisory In Midwest due to Weather;Possible railroad/truck delays

Based on the current and projected weather conditions across Midwest and Western U.S. along with the current congestion on the TBML at Tacoma due to the opening of EMC's new terminal, is it highly advisable to return cargo to the origin ramp as early as possible to minimize the probability of shipments missing its intended vessel. 

BNSF : 
Winter Weather Delays Severe winter weather conditions bringing extreme cold temperatures, snow and ice across a broad swath of the United States are adversely affecting rail traffic at various points on the BNSF system. Sub-zero temperatures across the northern tier states from Minnesota to Montana, ice accumulations in excess of one inch in Kansas City, and snowfall up to one foot from Lincoln, Nebraska to Chicago, Illinois, are contributing to delays. All rail terminals and Intermodal Hub facilities in these regions remain open and operational, and conditions are expected to improve through the end of the week. Customers may experience delays up to 24 hours on traffic in the affected areas.

announced by Government authority the Korea Road WGT Restriction and limits will
be very strictly enforced from January 1, 2005.

In detail, whoever request a overweight transportation is subject to "penalty us$ 2,000
or 1 year imprisonment" which are considered a harsh punishment.

NATIONWIDE TRUCKING UPDATE ( Wednesday, 6/30/04):

Charleston:
About 50 truckers were continuing their demonstration outside the three container terminals at the Port of
Charleston Wednesday morning

Savannah:
Volume at the Port of Savannah was normal Wednesday morning. A few truckers had
demonstrated  at the port Tuesday until about noon, but there's no sign of any picketers today.

Miami-POMTOC:
Container operations at Miami and Port Everglades were shut down Wednesday. The owners of trucking company
and FITA(FLORIDA INDEPENDENT TRUCKERS ASSOCIATION) REPRESENTATIVE MET THIS AFTERNOON,
AND THEY ARE CALLING ALL TRUCKERS TO JOIN THE STRIKE. SOME TRUCKERS WERE TRYING TO
PICK UP IN PORT EVERGLADES AND RAIL, THEY GOT REPRIMANDED, AS TRUCKING COMPANIES THAT
BROKE THE STRIKE IN THIS MEETING.

L.A. /LB:
There appears to be little impact at LA/LB.

Chicago:
There appears to be little impact at Chicago.

New Jersey:
Volume at APM Terminals in Port Newark was back to normal this morning, after being cut by 5 to 8 percent
on Tuesday and 17 percent on Monday.

Volume at Maher Terminals was reportedly cut by lot more, said one observer who requested anonymity.
He said it was down by 50 percent on Monday and by 30 percent on Tuesday.

New Orleans
About 30 truck drivers spent Tuesday picketing outside the Napoleon Avenue Container Terminal,
but truck traffic continued unabated.

Subject:  DELAYS DUE TO SEVERE WINTER CONDITIONS

Dear Valued Customer,

We regret to advise that due to brutal winter conditions in Western Canada, including an avalanche on the
CP Rail main line on January 30th has severely impacted CP Rail operations. Delays in rail transit of 48-72
hours to all points in Eastern Canada and U.S. Midwest are to be expected.

Delays to CPR operation as well as to the other railways in Canada and United States has had a ripple effect
creating a rail car shortage in the Vancouver area and congestion at the Marine Terminals.

CPR and CP Ships regrets delays to your shipment due to these weather conditions. Additional resources
such as locomotives and rail cars are being routed to Vancouver in a structured manner so as to avoid further
congestion at the rail terminals. With these efforts and improving weather conditions we are hopeful that the
delays will be short lived.

CP Rail has also placed a temporary embargo on the acceptance or the movement of Reefer traffic moving
through this corridor until some of the backlog can be cleared. We expect to this restriction to be extremely short.
We anticipate the movement of reefer traffic to resume later this week

Have just been advised by Cicero that there was another derailment on the Northern Lines last night
or early today.  Believe this one is just east of Northtown.  BNSF is currently annulling trains and
trying to come up with a plan so I'm not sure at this time how we will handle this week's PSW/Tacoma
traffic.  However, please note of potential delays.

Weather conditions are extremely cold from Chicago all the way to the PNW.  Wind chill in Chicago
today is -14 , dropping to -20 to -30 tonight.  St Paul had a wind chill of -34 this morning and Fargo
was -45.  This is impacting operations all across the BNSF's northern network.

Derailment at Java, MT and Winter Weather

January 28, 2004

At 1:10 p.m. CT on Wednesday, January 28, 2004, an avalanche caused the derailment of ten cars on empty unit grain train X PASGRF1 26A near Java, MT. This location is 25 miles west of Glacier Park, MT. Both main tracks are blocked.

Winter weather is bringing high winds, heavy snow and freezing temperatures from Montana to Illinois. Parts of Montana have received over three feet of snow in the last 24 hours with snowfall rates of 2 to 4 inches still being reported in some locations. Minot, North Dakota reported minus 29 degrees Fahrenheit this morning with temperatures not expected to rise above zero for the next week.

As a result of this inclement weather, traffic moving through this region will experience delays until conditions improve.

Reading below information is some good news.  Hopefully they can finalize an
agreement over the next several days or very soon hopefully.  I am sure we all would
like to get back to normal business flow soon.
  Usually once a tentative agreement is
reached the ILWU usually has to go to their rank and file and get a vote on the agreement.
However under this Taft Hartley Act, I am not sure if any procedure is changed on  this
voting method.
   Regardless, in the past once the ILWU has reached a agreement, the vote
then takes place and was usually in favor by their Rank and File. (I don't think they would
reject it since it is so favorable to them). Just keeping you
 all updated.  Pls. note below and
have a good weekend.

Tentative agreement has been reached on a framework that defines how technology will be

5 AM this morning.
  Both parties are to reconvene at 4 PM today (November 1) to identify 
the remaining issues and determine a timetable for addressing them.The intention is to 
continue negotiations throughout the weekend with a goal of completing the negotiations 
within the next few days.

CNN: No one had an estimate of the crashes' human toll. "I don't even want to contemplate what the 
number will be," Guiliani said.  Mary Margaret Walker, a spokeswoman for the Federal Emergency
Management Agency, said the agency "dispatched search and rescue units and will begin a structural
search" in the attacks' aftermath.
    The Federal Aviation Administration closed all airports in the United
States just before 10 a.m. and routed international flights bound for New York to Canada. Giuliani and 
New York Gov. George Pataki canceled Tuesday's scheduled primary. Police closed all bridges and
tunnels.Thousands of somber New Yorkers, turned away from the subways, walked the streets.  The 
public transportation system resumed service about 3 p.m.
Built on six acres of landfill, the World Trade Center complex includes seven high-rise buildings,
a shopping mall and a daycare center. The two largest buildings, the twin towers, collapsed.
   The 
complex also includes a 47-story high-rise building, a 22-story structure, two nine-story buildings and 
an eight-story facility. Its complex is also a hub for a commuter rail station
.

Korean Air Joins Air France and Delta Air Lines in Cargo Joint Venture

Korean Air joins Air France and Delta Air Lines as a founding member of a cargo
joint venture
, to be launched later this year. The three carriers also are founding
members of the SkyTeam Cargo alliance with Aeroméxico and CSA Czech Airlines.

This new venture will offer customers the benefits of a combined sales force,
centralized reservation and service center, a comprehensive route network and
a common product line.

The joint venture will be based in Atlanta with regional offices in Atlanta, New York,
Chicago and Los Angeles, and will be managed and staffed by experienced cargo
employees of all three carriers.  The company will be equally owned by Air France,
Delta Air Lines and Korean Air, and governed by a joint Board of Directors. The venture
will provide career opportunities to cargo employees in the areas of sales and sales support.

We expect that the combined freighter capabilities of Korean Air and Air France, along
with the lower deck lift provided by Delta Air Lines, give this cargo joint venture a wide
range of strategic options as well as marketing abilities.

Incheon International Airport (ICN) information

 New Incheon International Airport at Korea is scheduled to open on March 29, 2001 to replace Seoul’s
congested Gimpo (Kimpo) airport as South Korea’s gateway for international flights. 
New airport will become a Northeast Asian air traffic hub.

Korean Air’s new cargo facilities at Incheon International airport will increase its handling capacity from
464,000 tons per year currently at Gimpo (Kimpo) to 800,000 tons per year.

With changes in international airport in Seoul, Korean Air is releasing new guidelines for cargo handling
at new airport.

1.  Code for city and airport

SEL : Seoul
ICN : Incheon International Airport
GMP : Gimpo Airport, Domestic only

 2. AWB Issuance

  A. Seoul Destination Cargo
     * Airport of Destination on M/AWB shall be SEL (Seoul) or ICN (Airport)
     * Any M/AWB with Airport of Destination GMP(domestic only) must be corrected to
       read SEL or ICN by shipper or its agent
     * GMP can be listed as Airport of Destination on H/AWB since it is not a contracted
       agreement between Carrier and Shipper.

  B. Other Destination in Korea
    * Only PUS(Pusan) and CJU(Cheju)  is designated as Customs Airport by Korean
       Government..

3. The Responsiblity of Airline
    Korean Air’s responsibility for shipments to Korea is terminated at ICN for SEL and others 
    at  PUS and CJU.

4. Delivery
    All the consignment with SEL destination are to be delivered at ICN, either by M/AWB 
    or H/AWB basis. 

 5. Bond Transportation from ICN to GMP
    Consignee or broker holding "Power of Attorney” can make special arrangement to clear
    customs at GMP. Korean Air can arrange bond transportation form ICN to GMP
    at consignee's expense and responsibility.

 6. Transit Cargo beyond SEL
     No change

South Korea's Incheon airport ready for opening

Air freight first opportunity  FedEx, UPS consider adding   capacity    

SEOUL, South Korea -- Last-minute work is underway in Incheon, South Korea, where officials are
scheduled to inagurate the country's first 24-hour airport Thursday.

President Kim Dae-Jung is slated to open the $5.5 billion facility, which expects its first commercial
flights on March 29.

Seoul's Incheon Airport was built in time for the 2002 soccer World Cup, taking over as one of the country's
gateways for international flights from the existing Gimpo Airport.

While authorities expect much from their new airport, analysts believe the facility's biggest impact will be on trade.
It remains to be seen whether Incheon takes off as a passenger hub.

"All the major airports that we've seen open around the world have been a disaster," said Peter Negline,
regional airline analyst with J.P. Morgan in Hong Kong.

With international traffic set to transfer overnight from Gimpo, Negline and others say a lot can go wrong.

Startup hassles

Incheon is 32 miles (52 kilometers) from downtown Seoul, or equivalent to an hour and a half's drive in traffic.
That distance, as well as any repeat of the problems when airports opened in Hong Kong and Kuala Lumpur,
may mean Incheon gets off to a slow start.

Critics expect the new facility to be hit with similar teething problems as Hong Kong's Chek Lap Kok airport
and Kuala Lumpur International Airport in Sepang, Malaysia, both of which opened in 1998.

Baggage systems may not be ready. A recent test reportedly backfired. The ground transportation is unwieldy,
critics say, with roads not ready to use. A rail line won't be ready until 2005.

Korean airport officials admitted Wednesday there were bound to be glitches. But they said Incheon's staff of
30,000 is ready to fix them.

The airport expects 27 million passengers to fly through Incheon each year. That's 10 million more than Gimpo's
capacity. Gimpo had a curfew barring nighttime flights, from 11 p.m. to 6 a.m., unlike Incheon.

But infrastructure problems and the airport's proximity to Seoul may mean it takes a while for Incheon Airport to
catch on with passengers.

"I'm sure it will be bright and shiny and new, and all those things Gimpo isn't," said Timothy Ross, head of regional
transport research with UBS Warburg. "But if you're having to overnight somewhere and the choice is Seoul and
Hong Kong, or even Taipei, it's a no-brainer."

Air freight first opportunity

But industry observers believe Incheon will be popular with shippers, because it offers a good alternative to Japan's
overloaded airports in Tokyo and Osaka.

"The most profound impact Incheon will have at first is on freight," Ross said. "Cargo doesn't matter how many
 times it's offloaded."

The airport expects freight volume to grow 47 percent, to 2.5 million metric tons, from what was shipped through
Gimpo. Aside from Japan, Incheon also hopes to steal business from Hong Kong and Shanghai.

Prospects are good for that business to catch on immediately.

"Seoul itself, or Korea, is very neatly positioned geographically to access the polar route from the U.S. and Europe,
" said Peter Harbison, managing director of the Centre for Asia Pacific Aviation.

Incheon can ship well to and from China, which is underserved by capacity at its airports, and even as far as
Southeast Asia.

"It's very well placed to pick up all that traffic," Harbison said.

But Japan offers the biggest opportunity. Flights at Tokyo's Narita International Airport are at capacity --
"slot constrained," in industry terms. Osaka is the same at peak times.

That means shippers can't get in. It is also 50 percent to 60 percent cheaper to land and operate airplanes at
Incheon, compared with Japan's airports.

FedEx, UPS consider adding capacity

Korean Air, the second-largest international cargo carrier after Lufthansa, will dominate flights out of Incheon.
It will have 338 flights a week to the airport, a third of the total, from 48 airlines.

Incheon airport could also get an added boost from U.S. courier Federal Express, which is thinking about
adding capacity in Korea.

FedEx, the world's largest air shipper thanks mainly to U.S. traffic, will have 13 flights a week to Incheon.
Its operations there will be able to handle twice the capacity that it processed at the old Seoul airport.

"We'll certainly begin looking at our operations in the north Pacific," said David Cunningham, president of
Federal Express Asia Pacific. He said other carriers would follow suit. "You have to look to places like Korea."

FedEx won't move its hub from Subic Bay in the Philippines. All its packages into and out of Asia head there
first, but it could use Korea as a transfer station, adding extra capacity there instead of in Japan, Cunningham said.

The company is considering serving not just Korea but also nearby north Asian countries such as Japan out
of Incheon because Korea has the geography, lower costs and the infrastructure, Cunningham said.

Another U.S. courier, United Parcel Service will also boost capacity by as much as 50 percent more capcacity
at Incheon.

"That gives us a lot more room to expand in the future," said Steven Chang, director of industrial engineering
 for greater China.

He said a UPS team is looking to add to operations at Incheon, though UPS is not yet adding more flights.
Being able to operate at night gives UPS the flexibility to route extra flights there, he said.

A money-earner?

The airport hopes to draw more business like that. According to Korean government estimates, the airport will
pump $537 billion, or 696 trillion won, into the Korean economy through 2010.

That's an average of $30 billion a year since construction started in 1992. An international business complex is
expected to open in phases, starting in 2003. It will ultimately include six office buildings, two hotels and a shopping mall.

From the initial 30,000 at the airport, the Korean government expects the knock-on effect to lead to 255,000 jobs in 2010.

But Asia's economic slowdown isn't likely to help Incheon get off the ground. South Korea's economy ended the

"The big issue is how competitive it can be with other hubs," he said. "As long as the services are well-placed,
